Dr. Ahmed Shalaby: The State's Role is to Set Rules and Monitor Implementation, While the Private Sector Undertakes Financing, Construction, and Operation

Hamdy Ahmed _ Dr. Ahmed Shalaby, Co-Founder, CEO, and Managing Director of Tatweer Misr, stated that effective partnership with the State is based on the complementarity of roles, whereby the State sets the rules and monitors implementation, while the private sector undertakes financing, construction, and operation.

Entry of Private Investments Frees Up State Resources to Direct Them Towards Its Major Responsibilities

Shalaby added during his participation in the Egypt 2026 Forum, launched under the slogan “Today's Outlook.. Tomorrow's Vision,” that the entry of private investments frees up State resources to direct them towards its major responsibilities such as water security, education, health, addressing population growth, and debt management, highlighting the importance of diversifying financing sources and expanding the scope of partnership to achieve a tangible economic and social impact.

The Necessity of Developing Legislative and Regulatory Frameworks to Build Trust, Clarity, and Stability

The Co-Founder, CEO, and Managing Director of Tatweer Misr called for the necessity of developing legislative and regulatory frameworks to build the trust, clarity, and stability required to attract investment, pointing to the Special Economic Zones Law as a primary tool for providing incentives.

He reviewed four priorities in this regard set by the Housing Committee in the House of Representatives, which he chairs, including reviewing the reconciliation law for building violations, drafting a framework regulating the real estate market, monitoring the impact of the 2025 Rent Law on the ground, and giving drinking water and sanitation services continuous priority, alongside updating the urban boundaries of cities and villages, emphasizing that the ultimate measure of success for the regulatory role is the genuine activation of achievements and the reach of development impact to the citizen.

Ahmed Shalaby explained that measuring the success of the upcoming phase is linked to the extent of development's impact on the citizen's life and transforming urban development into real opportunities for work and production, appreciating President Abdel Fattah El-Sisi's initiative to prepare new cadres and inject new blood into positions of responsibility to renew thinking, invest in human capital, and prioritize the public interest, pointing out that the State has successfully built the foundation, and it is time to build the quality of life upon it.
