Hapi_ Hisham Talaat Moustafa, CEO and Managing Director of Talaat Moustafa Group Holding, announced the signing of an agreement with the State to develop 4 major mixed-use projects, with total target investments reaching approximately EGP 11 trillion, across a total area exceeding 37 million square meters. This will contribute to generating estimated direct and indirect tax revenues of nearly EGP 2.4 trillion and creating around 6 million direct and indirect job opportunities.
This came during the second day of the "Egypt Forum 2026" held in the New Capital, where Hisham Talaat Moustafa reviewed the details of the four projects distributed across strategic locations in East Cairo, Alexandria, and the North Coast, encompassing urban, residential, commercial, administrative, industrial, logistical, and tourism developments.
First: North Madinaty Land Project.. Target Investments of EGP 3.2 Trillion
The agreement includes developing a strategic plot of land located along the strip connecting the Suez Road to the Madinaty project, achieving integration with the existing Madinaty project. The project spans an area of approximately 5 million square meters, with estimated target investments of about EGP 3.2 trillion and direct and indirect tax revenues exceeding EGP 700 billion. The project aims to establish an integrated destination featuring commercial, administrative, entertainment, and residential activities.
Second: Alexandria Project.. Integrated Urban Community on 11.3 Million Square Meters
The agreement encompasses the development of an integrated urban project in the heart of Alexandria, covering an area of approximately 11.3 million square meters, with target investments estimated at around EGP 1.7 trillion, and direct and indirect tax revenues estimated at nearly EGP 375 billion. The project aims to establish an integrated urban community modeled after TMG's successful track record in Al Rehab, Madinaty, and Noor projects, delivering an integrated urban model that meets the needs of Alexandria Governorate and adds a new destination for living and investment.
Third: Industrial, Logistical, Real Estate, and Tourism Project in Abu Qir with Investments of EGP 5 Trillion
Located adjacent to the new Abu Qir Port, the project is being developed into a global multi-use economic destination spanning an area of approximately 10 million square meters, with target investments estimated at around EGP 5 trillion and direct and indirect tax revenues estimated at nearly EGP 1.1 trillion. The project combines industrial, logistical, real estate, and tourism activities through an integrated development model that connects the port, free zone, industrial complexes, and commercial and residential activities.
Hisham Talaat explained that the project aims to capitalize on global demand for multi-use economic developments in the Mediterranean region and provide an attractive environment for foreign investments by establishing industrial zones and free zones capable of supporting productive and export activities. He noted that the planned industrial free zones within the project represent a vital element in attracting foreign direct investment and maximizing export capabilities, leveraging the strategic location of Abu Qir and the integration opportunities it offers across industrial, logistical, and commercial activities.
Fourth: North Coast Project.. A New Experience Modeled After Southmed
The agreement includes developing a new project on a strategic plot of land on the North Coast, spanning the area from Km 147 to Km 151, modeled after the Southmed project, over an area of approximately 10.4 million square meters, with target investments estimated at around EGP 970 billion, and direct and indirect tax revenues estimated at nearly EGP 215 billion. Hisham Talaat highlighted that the success achieved by the Southmed project since its launch in 2024 serves as an incentive to replicate the experience through a new project that adds economic and urban value to the North Coast and enhances the region's attractiveness for investment and tourism.
Hisham Talaat Moustafa: Public-Private Partnership is a Model for Maximizing Economic Returns
Hisham Talaat emphasized that the successful public-private partnerships between the State and Talaat Moustafa Group, demonstrated through Al Rehab, Madinaty, Noor, and Southmed projects, have proven the importance of adopting development models based on state-private sector synergy, thereby contributing to maximizing the economic value of assets and establishing integrated urban communities that attract both residents and investors.
He added that the new agreement represents an extension of this approach through the development of four strategic mixed-use projects designed to attract investments, boost production and export capabilities, stimulate tourism, and build integrated urban and economic communities, opening new horizons for growth and investment in Egypt.
