Minister of Supply: EGP 178 billion for bread and ration goods support in the 2026/2027 budget

Mohamed Ahmed _ Dr. Sherif Farouk, Minister of Supply and Internal Trade, affirmed that total allocations for bread and ration goods support amount to EGP 178 billion in the 2026/2027 fiscal year budget, compared to EGP 160 billion during the 2025/2026 fiscal year, an increase of EGP 18 billion.

During his review of the indicators of the ration support system and bread support in the session «Market Regulation and a More Effective Social Protection System», held as part of the «Egypt 2026 Forum», Farouk explained that the new allocations are distributed as EGP 142 billion for bread support and EGP 36 billion for ration goods support, compared to EGP 124 billion and EGP 36 billion respectively during the current fiscal year.

He pointed out that eligible citizens receive 5 loaves of bread daily, at a production cost of EGP 1.68 per loaf, compared to 20 piasters paid by the citizen, while the value of ration support is EGP 50 per individual monthly, and EGP 25 for each individual exceeding the fourth family member.

64.5 million citizens benefit from bread .. and 57.5 million from ration goods

Farouk stated that the number of beneficiaries of bread support is approximately 64.5 million citizens, while the number of beneficiaries of ration goods reaches 57.5 million citizens, through approximately 24.2 million ration cards.

He added that the supply system provides 30 ration commodities monthly, in addition to producing and distributing between 250 and 260 million subsidized baladi bread loaves daily to meet the needs of citizens benefiting from the system.

The Minister of Supply reviewed the components of the monthly food basket for a family of 4 members, which includes 4 kilograms of sugar, 4 packs of pasta, 4 bottles of oil, along with 600 loaves of baladi bread.

He explained that the supply system relies on a wide distribution network comprising approximately 30,000 bakeries, 30,000 ration grocers, 8,000 outlets of the «Gamaity» project, 24 «Carry On» outlets, along with 1,160 consumer complexes and 267 mobile vehicles.

The Minister noted that the network also includes 158 mills, in addition to the implementation of 600 single-day markets across 3 phases during the period from 2024 to 2026, supporting the availability of basic commodities for citizens in various governorates.

The Minister of Supply reviewed the evolution of ration and bread support allocations over past years, explaining that total actual support increased from EGP 92.45 billion during the 2020/2021 fiscal year to EGP 165.38 billion during the 2024/2025 fiscal year.

Actual support reached approximately EGP 133.62 billion during the 2022/2023 fiscal year, compared to EGP 90 billion allocated in the budget, while recording EGP 133.61 billion during the 2023/2024 fiscal year, compared to allocations of EGP 127.7 billion.

Farouk noted that actual support recorded EGP 165.38 billion during the 2024/2025 fiscal year, compared to EGP 134.3 billion budgeted, while allocations for bread and ration goods support in the 2025/2026 fiscal year budget amounted to approximately EGP 160 billion.

Presented data showed that actual support recorded approximately EGP 202.02 billion during the 2025/2026 fiscal year, a figure that requires verification of the time period and support items it includes prior to its formal publication.

The Minister clarified that these indicators reflect the volume of financial allocations directed to support bread and ration goods, the expansion of the beneficiary base of the system, and the distribution network upon which the Ministry of Supply relies to provide basic commodities and subsidized bread nationwide.
