Egypt: The Maritime Jurisdictional Areas Memorandum between Libya and Turkey is Void

Hapi_ Egypt announced its rejection of the Libyan House of Representatives ratifying the 2019 memorandum of understanding signed between Turkey and the former Libyan Government of National Accord regarding the delimitation of maritime jurisdictional areas between the two countries, known as the maritime boundary delimitation agreement.

In a statement issued by the Ministry of Foreign Affairs today, Egypt affirmed that the memorandum signed between Turkey and the Libyan Government of National Accord, headed at the time by Fayez al-Sarraj, constitutes a violation of the rules of international law and produces no legal effect vis-à-vis Egypt.

It explained that the memorandum contradicts the principles of the international law of the sea and the provisions of the 1982 United Nations Convention on the Law of the Sea, in addition to violating the rules governing the delimitation of exclusive economic zones and the continental shelf, which are based on the principles of justice, equity, and achieving equitable solutions in maritime boundary delimitation.

Egypt emphasized that it had previously objected categorically to the aforementioned memorandum of understanding, affirming that it does not generate any legal effects against it, nor does it infringe upon its sovereign rights and maritime interests guaranteed by international law, while reserving its right to take the necessary measures to protect those rights and counter any attempts to prejudice them.
